Overall, Germany is planning on removing existing barriers to CCUS and general guidelines for its use will be put in place. CCS can be supported under the National Decarbonisation Programme, which aims to support the development, demonstration and market uptake of decarbonisation technology for industry.

CO2 Capture: D

While committing to support the technology, the NECP falls short of setting a concrete target for CO2 capture.

CO2 Storage: C

The Plan outlines that offshore storage is possible and that the federal government will support the states in developing onshore storage, indicating support for the development of CO2 storage in the country.

CO2 Transport: F

The NECP makes no mention of CO2 transport at all, beyond stating that emissions captured from the coal sector are not eligible for CO2 storage in Germany.

Funding: C 

The National Decarbonisation Programme can provide financial support for CCS but remains technology neutral.
