General approach on NZIA

On 7 December, the Council of the EU adopted its position (general approach) on the Net-Zero Industry Act. 

The proposal aims to achieve an annual CO2 injection capacity of at least 50 million tonnes of carbon by 2030. The Council included CO2 transport and infrastructure in the scope of the provisions for CO2 injection capacity. However, Ministers agreed on excluding small oil and gas companies from contributing to the CO2 injection capacity target.

Trilogue negotiations between the Commission, Parliament and Council are expected to start on 13 December. A second and third trilogue are scheduled for 22 January 2024 and 6 February 2024.
